Independent Negotiator in contract negotiations between Employer and Consultant on road maintenance projects in PNG (WB project) (2007-2008).
Internal Staff Consultant to the ADB assessing level of competition in Pakistan’s Power Distribution in the Road Construction Sectors examining over 80 ICB and NCB contracts.
Extensive experience as General Manager of Construction and Consulting Engineering Practices as well as ongoing involvement in Construction and Project Management on a variety of Civil Engineering and Building Projects. Hands on construction experience.
Actively involved with establishing RedR Australia and was a member of the original steering committee. Worked with the Fred Hollows Foundation and Fred Hollows Eritrean Education and Training Trust and carried out assignments for all three NGOs in Eritrea and North Queensland. Assessed engineering and training needs in Eritrea after the Civil War and prepared a report for the University of NSW, which resulted in the establishment of engineering faculties at the University of Asmara.
Part of AusAid team to Sri Lanka in 1996 to investigate and recommend feasible options for the restoration of social and economic infrastructures, resettlement of refugees and the rehabilitation of persons affected by the civil conflict and disturbances in Trincomalee District.
Peer has chaired over 40 Dispute Board meetings as a Single Dispute Board Member and has conducted hearings and delivered determinations, recommendations and opinions in accordance with FIDIC Dispute Board Agreements, Rules and Procedures under FIDIC 4 and FIDIC MDB General Conditions of Contract.
Single Dispute Board Member (SDBM; previously Dispute Review Expert - FIDIC 4) on Road Upgrading Project in South Eastern Ethiopia partly funded by the WB under MDB Harmonised Conditions of Contract. Works included upgrading of approximately 100km of existing rural road and employed over two thousand people. ICB contract - Korean Contractor
DRE on road upgrading contract in western part of Ethiopia, approximately 100km in length and terminating at the border with North Sudan. ICB Contract using FIDIC 4 1987 GCoC – Chinese Contractor.

Prepared General Conditions of Contract in 2003, which provided for a Single Person Dispute Board on a Civil Engineering contract in northern NSW Australia, he chaired a briefing describing the Dispute Board concept at a pre-tender meeting attended by 7 medium and large national Civil Contractors bidding for the Contract. The Rules and Procedures developed by Peer Dalland for Single Person Dispute Boards for the project, were passed on to the DRBF in the USA at their request in 2004.
